Jess B. Rabourn, CFA
Executive Director
Mr. Rabourn became involved in patient advocacy in early 2009 after a family member was diagnosed with an immediately life-threatening illness. After a 15 year career in investment management, he put his full time focus to the goal of arming patients with all means possible to fight for their survival. Prior to founding PCUT, he was a senior decision maker at a large investment company in New York, where he negotiated private placements in hedge funds and covered fixed income arbitrage, structured credit, and macroeconomic strategies. He did his undergraduate degree in Economics at University of California at Davis in 1995, and earned the Chartered Financial Analyst designation in 2004.
John W. Hanna
Director of Business Strategy
Mr. Hanna is a healthcare business leader with extensive experience in public-private partnerships, and he has joined PCUT to help implement its model for non-profit drug manufacturing. After launching his career in healthcare policy and advocacy with the Disease Management Association of America, Mr. Hanna joined Humana Inc. where he was the center director of the University of Miami-Humana Health Services Research Center, a public-private partnership for pharmaceutical health economic, safety and efficacy research. He served as a board director of the South Florida Regional Health Information Exchange, and recently worked on global distribution strategy for a San Francisco based genomics start-up. Mr. Hanna is now with a global healthcare and life sciences information technology and strategy consulting firm. Mr. Hanna holds an MBA in Health Policy and Administration from the University of Miami School of Business.
Lise Lucas
Director of Outreach and Communications
Ms. Lucas brings to PCUT a distinguished background of business development and community service. She has a strong service record with both the Junior League and the National Charity League, and she cultivated financial partnerships that enabled the Georgia Travis Center for Women and Children to open a children’s shelter in San Jose, CA. Through her public charity leadership and her private entrepreneurship Ms. Lucas has built a deep network of influential contacts that can evolve into a network of partnerships for PCUT.
Joyce D. Taylor
Treasurer
Ms. Taylor is a private business owner and an experienced leader of several public service organizations. She has worked professionally as a journalist and an educator, has served as president of three different women’s organizations and is the senior member of a major political party’s regional Central Committee. She manages PCUT’s budgetary strategy, financial records, meeting minutes, and legal archive.
